Automated decision-making takes up an increasingly significant place in the administrative state. This article presents a conception of discretion that is helpful for evaluating the proper place of algorithms in public decision-making. I argue that the algorithm itself is not a site of discretion. The threat is that automated decision-making alters the relationships between traditional actors in a way that can cut down discretion and human commitment. Algorithmic decision-makers can serve to fetter the discretion that the legislature and the populace (...) expect to be exercised. We must strive to maintain discretion, moral agency, deliberative ideals, and human commitment through the system that surrounds the use of an algorithm and to develop a new expertise that can retain and exercise the expected discretion. Backing this argument are traditional legal constraints, public expectations, and administrative law principles, tied together through the organizing principle of discretion. (shrink)

Recently, there has been increasing theoretical and experimental interest in Popper's gedanken experiment. We calculate in this paper, using the path integral approach, the diffraction patterns predicted by quantum mechanics for this arrangement. The calculations confirm the narrowing of the width of the pattern in absence of the slit obtained experimentally by Kim and Shih (Y. Kim and Y. Shih, Found. Phys. 29, 1849 (1999)).

Fred Sanger, the inventor of the first protein, RNA and DNA sequencing methods, has traditionally been seen as a technical scientist, engaged in laboratory bench work and not interested at all in intellectual debates in biology. In his autobiography and commentaries by fellow researchers, he is portrayed as having a trajectory exclusively dependent on technological progress. The scarce historical scholarship on Sanger partially challenges these accounts by highlighting the importance of professional contacts, institutional and disciplinary moves in his career, spanning (...) from 1940 to 1983. This paper will complement such literature by focusing, for the first time, on the transition of Sanger’s sequencing strategies from degrading to copying the target molecule, which occurred in the late 1960s as he was shifting from protein and RNA to DNA sequencing, shortly after his move from the Department of Biochemistry to the Laboratory of Molecular Biology, both based in Cambridge (UK). Through a reinterpretation of Sanger’s papers and retrospective accounts and a pioneering investigation of his laboratory notebooks, I will claim that sequencing shifted from the working procedures of organic chemistry to those of the emergent molecular biology. I will also argue that sequencing deserves a history in its own right as a practice and not as a technique subordinated to the development of molecular biology or genomics. My proposed history of sequencing leads to a reappraisal of current STS debates on bioinformatics, biotechnology and biomedicine. (shrink)

El muro en que aparece pertenece a un salón alargado en el que se abrirían dos alcobas a cada extremo. El diseño está organizado en cuatro paños, enmarcados por trenza de lazos. Esta composición destaca por la conservación del trazo regulador, y también por el uso de filigranas que ocupan los espacios libres. La cronología de la pintura se establece al pertenecer a las estructuras (...) de una vivienda demolida en el año 1172 para construir la Aljama. Uno de los principales retos del transhumanismo lo encontramos en su antropología. Nos encontramos ante un reduccionismo en el que el cuerpo aparece despojado de su dignidad y el espíritu no existe. El ejemplo que más me llama la atención de esto es el de la endogénesis: no se valora el hecho de que el ser humano sea gestado dentro del vientre de otro ser humano; para ellos sería preferible tener una máquina que pudiese hacer la misma misión, en lugar (...) de que el embarazo sea un acto de amor que tiene impacto en toda la vida de la persona. Creo que este es el mayor obstáculo en el que nos encontraremos al valorar el transhumanismo, y es especialmente importante: la persona es un edificio de múltiples dimensiones inextricablemente ligadas. Es necesario reconocer la dignidad de nuestro cuerpo, que va más allá de ser sustrato material de nuestra consciencia. El cuerpo forma parte de nuestra naturaleza, en la que cuerpo, emoción, pensamiento y espíritu son dimensiones que están íntimamente ligadas. No podemos renunciar a nuestro cuerpo. Además, me gustaría proponer que dentro del cuerpo existen portales ante la trascendencia. no es lo mismo ser que parecer. Muchos defienden que pronto tendremos robots que estarán dotados de consciencia. Que podrán pasar el test de Turing. Además, la Inteligencia Artificial permite generar mensajes de manera sintética. En algunos casos, estos mensajes son relativamente simples, pero en otros casos, como los chatbots, resultan muy interesantes. Algunos autores estiman que, dentro de poco, estos chatbots podrían llegar a pasar el test de Turing. Una vez tengamos máquinas que pasen el test de Turing, ¿podremos decir que son conscientes? ¿Es lo mismo una máquina que pase el Test de Turing que una máquina consciente? Para algunos, la respuesta es «es indiferente». Yo digo que no, que no es lo mismo. (shrink)

Se intenta defender una analítica hermenéutica de la experiencia que cuente con la genealogía nietzscheana y no sólo con la historia de la hermenéutica expuesta por Gadamer; y mostrar el camino de una hermenéutica crítica de la razón experimental y la contribución de la filosofía española (Ortega, Zubiri y Laín).

As critical research has revealed, climate change scepticism and inaction are not about science but ideas, and specifically the ideas that conform our worldview. Drawing on key theoretical approaches to climate change denial from the social sciences and humanities, this paper discusses the ideological dimension and, more especially, the anthropocentric denial underlying our failure to respond to climate change. We argue that the speciesist anthropocentrism inherent in the current dominant ethics is what prevents humanity from reacting to the main human-induced (...) drivers of global warming. Encouraged to do so by current mainstream ethics, humans overpopulate the planet, grow at the expense of other species, and indulge in cruel, unhealthy and unsustainable practices. We counterpose this ethics against the egalitarian, non-speciesist approach of the animal ethics movement, positing that it represents the next radical reflexive movement and could be used to break the climate deadlock. Animal ethics allows links with inegalitarianism and privilege that may help address climate contrarianism and climate inaction much more effectively. (shrink)

Indigenous psychologies are informed by their cosmogonies and cosmologies, philosophies, spirituality and religions, traditions and customs, and knowledge and praxis systems. This paper reviews some conceptions of consciousness, psyche, spirit, mental and physical health, relations to all Earth Beings (human and nonhuman), ancestors, nature, and altered states of consciousness among the Nahua and Maya of Mexico. Colonization has threatened these rich legacies by imposing the conquerors' cosmologies. However, these Indigenous communities continue to use plants, mushrooms, and some animals to generate (...) altered states of consciousness, enacting sacred rituals and healing. The conclusion recommends learning from these knowledge and praxes systems and their related consciousness and spiritual states to expand the emergence of decolonial psychology that may offer alternatives to address the challenges of our time. Across the European research area and beyond, efforts are being mobilized to align research and innovation processes and products with societal values and needs, and to create mechanisms for inclusive priority setting and knowledge production. A central concern is how to foster a culture of “Responsible Research and Innovation” (RRI) among scientists and engineers. This paper focuses on RRI teaching at higher education institutions. On the basis of interviews and reviews of academic and policy documents, it highlights the generic aspects (...) of teaching aimed at invoking a sense of care and societal obligation, and provides a set of exemplary cases of RRI-related teaching. It argues that the Aristotelian concept of phronesis can capture core properties of the objectives of RRI-related teaching activities. Teaching should nurture the students’ capacity in terms of practical wisdom, practical ethics, or administrative ability in order to enable them to act virtuously and responsibly in contexts which are often characterized by uncertainty, contention, and controversy. A continuación se lleva a cabo un estudio de los catálogos e inventarios aparecidos, desde los primeros en el siglo XVI hasta la actualidad, deteniéndose en los más destacados. La segunda parte del estudio se centra en la técnica del análisis documental, que engloba los trabajos de catalogación y descripción bibliográfica. The outsourcing of clinical trials to Latin America by the transnational innovative pharmaceutical industry began about twenty years ago. Using archival information and field work in Argentina, Brazil, Costa Rica, Mexico and Peru, the authors discuss the regulatory contexts and the ethical dimensions of human experimentation in the region. More than 80% of all clinical trials in the region take place in these countries, and the European Medicines Agency has defined them as priority countries in Latin America. The authors raise (...) questions about the quality of data obtained from the trials and the violation of human rights during their implementation. BackgroundDiagnosis and treatment of differentiated thyroid carcinomas cause anxiety and depression. Additionally, these patients suffer hormonal alterations that are associated with psychological symptoms. This study aims to evaluate the effectiveness of a psycho-oncological intervention based on counseling to reduce anxiety and depression related to the treatment in patients with DTC.MethodsA non-randomized controlled study, with two groups [experimental group, n = 37, and control group, n = 38] and baseline and posttreatment measures, was designed. Patients in the EG received a psycho-oncological (...) intervention based on counseling in addition to the standard treatment. The independent variable was the assigned group and the dependent one was the evolution of anxiety and depression, which were analyzed separately, and both were evaluated using the Hospital Anxiety and Depression Scale. Other relevant covariables related to the quality of life were also analyzed using Short Form-36 Health Survey and Psychological General Wellbeing Index scales.ResultsThe difference of the posttreatment-baseline variation showed a statistically significant reduction in anxiety and depression in the EG in relation to the CG. The mean of the Psychological General Wellbeing Index scales score increased significantly in the EG and decreased significantly in the CG. All the baseline and the posttreatment scores of the variables evaluated showed a statistically significant improvement in the EG vs. the CG.ConclusionThis study demonstrates significant benefits of psycho-oncological intervention based on counseling in anxiety, depression, QoL, and wellbeing of the patient with differentiated thyroid carcinomas. Resumen Proponer una ontología de lo político implica preguntarse por la relación que se establece entre ontología e historia. Si ambos términos se presentan como opuestos y excluyentes entre sí, entonces tendríamos que aceptar la posibilidad de que lo político pueda concebirse con plena autonomía de un contexto histórico determinado. Aquí, por el contrario, se trata de pensar una ontología de lo político que mantenga con la historia una relación distinta o, en otras palabras, una ontología política materialista. Para abordar (...) esta problemática partimos de la obra de Nicos Poulantzas, para dar cuenta con ella de las dificultades que enfrentaba un marxismo en crisis a la hora de pensar la autonomía de la política. El posmarxismo enfrenta estos dilemas y elabora algunas respuestas sobre la relación entre ontología e historia. Para exponer lo que muchos de estos desarrollos comparten, recurrimos a la interpretación de Oliver Marchart sobre lo que él denomina el pensamiento político posfundacional (Cf. Lefort, Badiou, Laclau, Rancière). Luego recurrimos a los postulados de Gilles Deleuze, porque con ellos podemos desplazar de otra forma la tradicional antinomia entre ontología e historia. Entonces, asumiendo que el Ser de lo político es un ser que siempre se dice de la diferencia, nos abocamos a analizar críticamente las teorizaciones de Ernesto Laclau sobre la política y su forma hegemónica. Finalmente, la relación que propone Benjamín Arditi entre espectro y populismo permite pensar nuevas relaciones entre la ontología y la historia, lo político y la diferencia, dinamizando los conceptos. On 26 June 2000, during the presentation of the Human Genome Project's first draft, Bill Clinton, then President of the United States, claimed that "today we are learning the language in which God created life".1 Behind his remarks lay a story of more than half a century involving the understanding of DNA as information. This paper analyses that story, discussing the origins of the informational view of our genes during the early 1950s, how such a view affected the research on (...) the genetic code (1950s and '60s) and the transformation of the information idea in the context of DNA sequencing and bioinformatics ('80s and '90s). I suggest that the concept of DNA as information reached a climax with the proposal of the Human Genome Project (HGP), but is currently facing a crisis coinciding with the questioning of the information society. Finally, I discuss the emergence of systems biology as an alternative paradigm. (shrink)

Admitiendo, con René Schérer, que la filosofía de Deleuze puede leerse como una teoría de la literatura y la escritura, y dado que tal filosofía constituye un punto cimero del pensamiento dedicado a combatir la representación, este ensayo quisiera aplicar dicha teoría al terreno de la imagen pictórica, articulando la lectura que de Bacon realiza el filósofo en torno a un desarraigo -o desterritorialización- del sentido básico, dominante en pintura: la vista, desplazándose así desde un principio la visión por el (...) tacto, lo visible por lo táctil (aquello que, más que resultar palpable, toca), lo óptico por lo háptico. La finalidad del presente ensayo consiste en partir de las nociones interrelacionadas de "capitalismo mundial integrado" (Guattari) y de "sociedad de control" (Deleuze) para intentar una deriva que cruce géneros, épocas y nombres propios: de la filosofía al cine y a la poesía (caminos de ida y vuelta), de Benjamin a Serres pasando por Homero, Kavafis, Cioran o Godard, del tardío imperio romano y sus incertidumbres a la imprecisión de nuestro propio tiempo. Posiblemente, pensar hoy la identidad humana sea como (...) nunca antes un asunto de mezcla, de viaje a través de territorios viejos que demandan una nueva cartografía. -/- The purpose of this essay is to depart from the interrelated notions of "whole global capitalism" (Guattari) and the "control society" (Deleuze) to attempt a drift across genders, epochs and proper names: from philosophy to cinema and poetry (roundtrip roads), from Benjamin to Serres, passing through Homer, Kavafis, Cioran or Godard, from the late Roman empire and its uncertainties to our own time. Leyendo algunos textos «marginales» de Jacques Derrida, especialmente en sus últimos trabajos, desde la perspectiva de las relaciones entre la experiencia biográfica y los intereses filosóficos, este ensayo trata, por un lado, de las reflexiones del filósofo acerca del cine como un desarrollo de la tradición contemporánea fundada muy particularmente por Walter Benjamin y Hugo von Hofmannsthal; y por otro, el artículo se centra en el «fantasma» o «espectro»: un concepto básico a la par que clásico tanto del cinematógrafo como (...) del psicoanálisis. De este modo, se quiere mostrar cómo el pensamiento derridiano introduce una variación radical y original en la estética moderna, incluyendo su primera o primitiva acepción: «percepción por los sentidos». -/- Based on the reading of some marginal texts of Jacques Derrida, especially his later works, from the perspective of the relation between biographical experience and philosophical interests, this essay deals, on one hand, with this philosopher´s reflections as to Cinema and its development as a contemporary tradition, as founded very particularly by Walter Benjamin and Hugo von Hofmannsthal. On the other hand, this papers concentrates on another basic and also classical concept of Cinema and psychoanalysis: the concept of phantom or spectre. In this way, the intention is to show how derridian thought introduces a radical and original variation in modern esthetics, including its first or primitive acceptation or perception by the senses. En torno a la simplificación que liga el término "postmodernidad" con el final histórico, cronológico, de la Modernidad se concitan dos posiciones opuestas: la de quienes (en la estela de Habermas) denuncian el talante conservador y apocalíptico, anti-moderno, de buena parte de los filósofos del siglo XX, especialmente en sus últimas décadas, y la de quienes (por ejemplo, Lyotard) celebran la caída de los referentes clásicos. Lejos de tal dicotomía, se trata de realizar del ambiguo "post" una lectura atenta no (...) a la noción de tiempo sino a la de lugar o espacio semántico: la postmodernidad no vendría a finalizar nada, antes al contrario, se trataría de una perspectiva práctica desde la que entender los problemas aún vigentes de la Modernidad, de la que el "post" antepuesto sería modulación radical, extremo Kunstwollen, voluntad crítica basada siempre en la descreencia última en toda trascendencia, incluida la propia de la lógica moderna del progreso y la emancipación. The combination of increased availability of large amounts of fine-grained human behavioral data and advances in machine learning is presiding over a growing reliance on algorithms to address complex societal problems. Algorithmic decision-making processes might lead to more objective and thus potentially fairer decisions than those made by humans who may be influenced by greed, prejudice, fatigue, or hunger. However, algorithmic decision-making has been criticized for its potential to enhance discrimination, information and power asymmetry, and opacity. In this paper, we (...) provide an overview of available technical solutions to enhance fairness, accountability, and transparency in algorithmic decision-making. We also highlight the criticality and urgency to engage multi-disciplinary teams of researchers, practitioners, policy-makers, and citizens to co-develop, deploy, and evaluate in the real-world algorithmic decision-making processes designed to maximize fairness and transparency. In doing so, we describe the Open Algortihms project as a step towards realizing the vision of a world where data and algorithms are used as lenses and levers in support of democracy and development. Deception scholars have argued that increasing the liar’s cognitive system artificially can produce deception cues. However, if too much load is imposed the truth tellers’ performance can also be impaired. To address this issue, we designed a veracity task that incorporated a secondary task to increase cognitive load gradually. Also, because deception has been associated with activity in the inferior frontal cortex (IFC), we examined the influence of transcranial direct current stimulation of the IFC on performance. During stimulation, participants truthfully (...) or deceptively indicated whether each of a number of statements shown on screen was true or not. Higher load decreased recall but not general compliance or response times (RTs). Truthful trials yielded higher compliance rates and faster RTs than deceptive trials except for the highest load level. Anodal right stimulation decreased compliance in truthful trials when participants were not overloaded. Truth telling was more vulnerable to cognitive load and tDCS than lying. (shrink)

Animal Suffering and Public Relations conducts an ethical assessment of public relations, mainly persuasive communication and lobbying, as deployed by some of the main businesses involved in the animal industrial complex - the industries participating in the systematic and institutionalized exploitation of animals. Society has been experiencing a growing ethical concern regarding humans' (ab)use of other animals. This is a trend first promoted by the development of animal ethics - which claims any sentient being, because of sentience, deserves moral consideration (...) - and more recently by other approaches from the social sciences, including critical animal studies. In this volume, we aim to start an entirely unaddressed discussion within the field of public relations: the need to problematize the ethics of persuasion when nonhuman animal suffering is involved, particularly the impact of persuasion and lobbying on compassion towards other animals in the cases of food, experimentation, entertainment and environment management. The books provides an interdisciplinary, theoretical discussion illustrated with international case studies from experts in strategic communication, public relations, lobbying and advocacy, animal ethics, philosophy of law, political philosophy and social psychology. This unique book merges the fields of critical public relations, animal ethics and critical animal studies and will be of direct appeal to a wide range of researchers, academics and doctoral students across related fields. En distintos estudios que se ocupan del eufemismo se ha puesto de relieve la función que desempeñan las expresiones eufemísticas en el discurso político como herramientas de las que se sirve el emisor para ocultarle al destinatario aquellos aspectos desagradables o inoportunos que podrían dañar su imagen. Este artículo se fundamenta en una teoría pragmático-cognitiva del eufemismo y explica los efectos que produce en la mente de los hablantes un conjunto de expresiones eufemísticas empleadas en el discurso político español durante (...) los últimos años. En concreto, se propone la existencia de tres fenómenos que influyen en la representación mental de la realidad que construye el intérprete: el encuadre léxico, la obstrucción del acceso al referente y la estigmatización de conceptos.
